Age No Limit To Man In Black - 2nd February, 2012
Wilf

The following article was published in the Parramatta Advertiser dated 1st February, 2012 and written by Steven Deare.  Titled "Age no limit to man in black - Filipczyk back for 33rd season as a Referee".  Wilf is one of GDFRA's longest serving referees and it is fitting that this article has been written about him

Age will not weary him.  At 71 Wilfraed Filipczyk is preparing to lace on the boots, take up the whistle and referee for another soccer season.

If you're playing in the Granville District, chances are you have had - or will have - the Greystanes man controlling your match.  Filipczyk is not just refereeing children's games either.  "I think I might be the oldest active referee in NSW who still does Premier League or Senior 1's", the spritely veteran said.  "I still enjoy it as much as when I started."  "I do it for the sake of the sport, as well as my own fitness."

That long history means players often remember "Wilf" when he arrives at their own ground on a Saturday.  "I've been doing this for 32 years.  In every team, I know somebody", he told The Advertiser.  Yet is not so easy for him to remember all the players.  "I have people come up and say 'remember me, you refereed me when I was 16'.  "I have to say 'Sorry, I don't remember you'."

Filipczyk started refereeing unofficially when his children, who played for Greystanes, needed a referee for their matches.  After they stopped playing the sport, he registered to become an official.  "I could see how desperate the clubs were for referee," he said.  "I would see the under 9's saying 'Mum we have a referee with the uniform today'.  They enjoy it."

He has gone on to referee countless district and representative matches.  Only once was he assaulted, when a player wanted a corner awarded instead of a goal kick.  At half time the player kicked Filipczyk in the backside.  He laughed off the incident to The Advertiser, and recalled his standard reply to critics.  "A lot of people say 'how much money to you get?".  I say 'not enough to put up with some of you blokes'."

Mark Shield

Football Federation Australia (FFA) today announced that former Hyundai A-League and AFC Referee of the Year Mark Shield has been appointed as the new FFA Director of Referees as part of the national body’s new Referee Development structure.

Arguably the most successful and well respected Australian match official in world football, Mark has officiated at all levels of the game from junior grassroots, to the former National Soccer League, Hyundai A-League, Asian Football Confederation (AFC) Champions League, AFC Asian Cup and FIFA World Cups.

FFA’s Head of Hyundai A-League Lyall Gorman believes that Mark Shield’s appointment is of great benefit to the refereeing ranks and football in Australia.

“We are very proud to announce that a referee of the calibre of Mark Shield will head our new Referee Development structure,” said Gorman.

“His knowledge and experience in relation to refereeing is unequalled in the Australian football community and is a fantastic role model for all aspiring referees.

“We look forward to working closely with Mark and assisting him to develop refereeing within Australia,” concluded Gorman.

Mark was honoured and excited to be appointed as the FFA Director of Referees.

“Having been out of the game for three years, it was the right time for me to get back into the game.

“There is definitely an opportunity to build on our previous successes for what will be one of the most anticipated Hyundai A-League seasons since the inaugural one.

“I’m really excited about the challenge of working with the all referees, clubs, coaches and players to improve the profile of referees in Australia ,” concluded Shield.

As part of his new role, Mark will be responsible for:

- Implementation of national policy, technical direction and the National curriculum

- Overall responsibility for the coaching of match officials

- Responsible for the performance of Elite Match Officials

- Appointments to national competitions: Hyundai A-League, Westfield W-League, National Youth League and National Titles

- Develop International Pathways/Opportunities

Born and bred in Brisbane, Mark began his refereeing career at the age of 12 and quickly rose through the refereeing ranks officiating senior matches at 16, his first professional matches at 22, received his FIFA international badge at 25 years and at 28 was selected to referee at the 2002 FIFA World Cup in Korea/Japan where he officiated the Group H match between Belgium and Tunisia.

At the 2006 FIFA World Cup, Mark refereed the Group D match between Iran & Angola and the Group H match between Tunisia and Saudi Arabia. Based on those two performances, Mark was then appointed Fourth Official for the Round of 16 match between Brazil and Ghana, the Quarter Final match between Brazil and France and the Semi-Final between Portugal and France.

A foundation referee of the Hyundai A-League, Mark refereed 61 matches from 2005-2008 which included the first three Hyundai A-League Grand Finals (2006, 2007 & 2008). He was named the Hyundai A-League Referee of the year on three occasions (2005/06, 2006/07 & 2007/08) which he added to the other Australian Referee of the Year Awards that he collected from the 2001/02, 2002/03 and 2003/04 National Soccer League seasons.

Mark was selected to referee the AFC Champions League 2006 final between Al Karama (Syria) and Jeonbuk Hyundai Motors (Korea Republic) and the following year Mark was appointed to referee the final of the AFC Asian Cup 2007 between Iraq and Saudi Arabia. At the end of 2007 was the first Australian referee to be named the AFC Referee of the Year.

Mark retired from refereeing professionally in September 2008 to concentrate on family and business interests.

Referees responsibility under the Laws of the Game for issue of Red/Yellow cards and submission of incident reports. - 26th August, 2011Football NSW Logo

Football NSW have issued a memorandum (11-23) dated 24th August, 2011 and have requested the following instructions to be followed:

Under FIFA Law 5 of the game, the powers and duties of a referee include:

  • Take disciplinary action against players guilty of a cautionable and sending off offences. They are not obliged to take this action immediately but must do so when the ball next goes out of play.
  • Take action against team officials who fail to conduct themselves in a responsible manner and may, at their discretion, expel them from the field and its immediate surrounds.
  • Act on the advice of assistant referees regarding incidents which have not been seen by the referee.
  • Provide the appropriate authorities (Competition Administrator) with a match report including information on any disciplinary action taken against players, and/or team officials and any other incidents which occurred before, during or after the match.

The Laws of the Game require TWO things of referees whenever they caution or send off a player or observe misconduct:

  • They must report the incident.
  • They must complete a report and send it to the appropriate authority within the stipulate time.

The misconduct report communicates information and it gives the referees version of an incident involving misconduct. This report is to be treated as a factual document at a subsequent disciplinary hearing.

What players want in a football referee

Dr Peter Simmons of Charles Sturt University Australia reports that players' attitudes to referee decisions are largely determined by their attitudes to the referee. The video below interviews players and finds that they want referees to be competent, dependable and respectful.
